Open enrollment and transfer requests are handled by the assistant superintendent’s office. 

Open enrollment is when someone lives outside the boundaries of Duluth Public Schools and would like to attend a school in the district. These requests are approved or denied based on many factors, including but not limited to space availability at the school requested. 

Transfers are when a person lives inside the boundaries of Duluth Public Schools but would like to attend a different school than the one assigned by address. These requests are approved or denied based on many factors, including but not limited to space availability at the school requested, the needs of the student and more. If the request for transfer is denied, parents have a right to make an appeal.

Assistant Superintendent Anthony Bonds serves as the district’s Title IX coordinator. 

The school district does not discriminate on the basis of sex in its education programs or activities, and it is required by Title IX of the Education Amendments Act of 1972, and its implementing regulations, not to discriminate in such a manner. The requirement not to discriminate in its education program or activity extends to admission and employment. The school district is committed to maintaining an education and work environment that is free from discrimination based on sex, including sexual harassment.

The school district prohibits sexual harassment that occurs within its educational programs and activities. When the school district has actual knowledge of sexual harassment in its education program or activity against a person in the United States, it shall promptly respond in a manner that is not deliberately indifferent.

Any student, parent, or guardian having questions regarding the application of Title IX and its regulations and/or this policy and grievance process should discuss them with the Title IX Coordinator.

Assistant Superintendent Anthony Bonds serves as the district’s Section 504 Coordinator. 

In compliance with its obligations under both Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act, Independent School District 709 does not discriminate against otherwise qualified students with disabilities in the provision of educational programs and activities.

It is the intent of Duluth public Schools to provide free and appropriate public education to each Section 504 qualified and eligible student with a disability within its jurisdiction.  Students, who because of a disability, need or are believed to need reasonable accommodations, services, and/or programs are addressed under this policy. A qualified student has (1) a physical or mental impairment (2) that substantially limits (3) a major life activity.

Students who are identified as individuals requiring special education under the Individuals with Disabilities Education Improvement Act (IDEIA) criteria are not addressed under this policy, as the needs of such students are provided for under state and federal law, and Duluth Public Schools special education procedures.
